Boost a thief to lvl 80, do the first little bit of PoF story, grab 250 HPs - that's 25 incites and/or challenges - from the PoF or HoT maps to fully unlock the Deadeye Spec. You only have to unlock the first trait to use the Rifle I belive; but you will not have the optimal build. Fastest way is to find an HP train on LFG.

WvW upscales your character to 80, but while in theory you can join in at any level, often you're using gear that only has 1-2 stats per item vs. 3 or 4, so you'll technically be below expected performance. Also, you won't have the trait lines at your beck and call (unless I overlooked something).
The game doesn't start at level 80. It starts at level 1. Leveling to 80 can be consider a long 'tutorial', but it's not a tutorial in the sense of teaching you the basics, but in the sense of getting used to your profession. So it's more 'training' than 'tutorial'.
Well its either you're doing chores in game or in real life. I'd just never re-play the leveling phase of a game. I'd never redo FFXIVs story because it's way too long but I would do leveling roulette to level up other jobs because at least that's random. One exception was Dragon Nest but
